The event center would host the Golden State Warriors NBA basketball team during the NBA season, as well as provide a year-round venue for a variety of other uses, including concerts, cultural events, family shows, conferences and conventions.  The site is located in the Mission Bay South Plan Area’s Commercial-Industrial District and an HZ-5 Height District. The office buildings will be brought to a subsequent Planning Commission hearing for and Design Review approval in accord with Resolution 14702. Office allocation pursuant to Planning Code Sections 321 and 322 (the Annual Office Development Limitation program) has already been allocated to the site.

Dear President Fong, Commissioners and Director Rahaim,

I wholeheartedly support the Golden State Warriors and the City and County of San Francisco in the effort to construct a professional, state-of-the-art Arena & Event Center in San Francisco’s Mission Bay neighborhood.  Also, I want to acknowledge my appreciation to Commissioner Dennis Richards for your comment at the Planning Commission public hearing last December 18, 2014, inquiring about my proposal requesting that the Golden State Warriors consider working in collaboration with San Francisco officials, the San Francisco Unified School District and the business community to include the integration and construction of a High School-College Career Pathway & Field Study Classroom© strategically located within the Warriors proposed, state-of-the-art Arena & Event Center in San Francisco.

Please review my past proposal material I’ve provided to you, the Warriors and San Francisco officials, including the enclosed letter briefly summarizing my work and ideas from teaching at Juvenile Hall and Log Cabin Ranch that I shared with the Office of Community Investment and Infrastructure at their Commission hearing last week on Tuesday, May 19, 2015.

I have continued to share numerous components of my education and career development proposals based on my life’s work, including my effort to gain the support of professional sports teams and organizations to partner with San Francisco, our public high school system and the entire community.  I believe this proposed Warriors Arena is a unique opportunity to initiate comprehensive, innovative and real-world educational methodologies and programs capable of maximizing the potential socio-economic and community benefits inherent within our professional sports institutions utilizing these architectural gems - the very Arenas and Stadiums themselves where athletes and artists perform their multi-purpose, influential global businesses.

I am writing today to share one additional thought regarding this specific site that includes both the east and west portions of the proposed Warriors move to San Francisco’s Mission Bay location. The Warrior’s presentation that was shared at the Mission Bay CAC this past April 30, and the OCII Commission hearing held last week on Tuesday, May 19th includes the idea that the Plaza area between the Arena & Event Center and the two Office Buildings, can potentially create an outdoor space capable of broadcasting ‘big screen’ events. 

I am suggesting to the Warriors, the Planning Commission, the OCII and city leaders to consider the numerous benefits available that this ‘Outdoor Satellite Classroom’ opportunity can provide in collaboration with the strategically located interior Arena High School-College Career Classroom within the Mission Bay Arena & Event Center.  This interior Arena Classroom can offer effective and inspiring incentives through real-world experience and multi-media education, journalism, sports and Arena operations, including a wide-variety of career training and internships; while at the same time expanding exponentially the capacity for this Warriors Indoor Classroom to reach-out to the community through broadcasting the live ballgames and other sports competitions, concerts and events in order to provide numerous additional learning, internships and entertainment options for thousands of additional youth, students, families and gatherings.  One of the long-term goals and purposes of this Indoor-Outdoor Classroom model, is to also function and serve to initiate new partnerships and evolving business opportunities throughout our San Francisco-Oakland Bay Area Community, and beyond… all Year-Round.

Thank you once again Commissioners and Director.  I appreciate this opportunity to share my life’s work with you and my effort to initiate model sports and educational methodologies and perspectives – as well as the practical and comprehensive applications inherently available through our nation’s Professional Sports Institutions. 

In addition, I trust that the tremendous influential role that sports, music, the performing arts and numerous other interdisciplinary professions and careers play within all our communities, can continue to contribute in even more positive and expanded ways through the dynamic architectural Arenas and environmental spaces that can be designed to enhance the lives and opportunities for all sectors of our communities.  And at the same time, will create fun, exciting, healthy and successful environments for all our youth, students and families – as well as inspiring new, collaborative and innovative businesses as well.

Through innovative partnerships integrating the long-term professional goals, needs and purposes of our schools, government, businesses, citizens and all our communities, I trust the construction of this San Francisco-Warriors Arena and Event Center in Mission Bay can offer a visionary local, state, national and international model worthy of public and private sector respect and emulation – for generations to come.

I look forward to working with the Warriors and all our City and County of San Francisco public service officials in the most beneficial capacity possible; and thank you once again for your time, consideration, and support.

Dear Madame Chair Rosales, Commssioners and Director Bohee,

I want to share my support for the Golden State Warriors in their continuing effort to build a state-of-the-art San Francisco Arena & Event Center in Mission Bay.  I also want to thank this OCII Commission, and all the San Francisco city agencies, private businesses, neighborhood organizations and citizens working to assist in the successful construction of a Basketball Arena and Event Center that will be capable of providing tremendous economic and social benefits for all sectors of our entire San Francisco Bay Area Community.

I appreciate the wonderful effort that the Warriors have done for Oakland and Bay Area youth through their Warriors Community Foundation that was written about in the SF Chronicle recently by Rusty Simmons, in his article entitled: “Booming program gives aid to youths” on April 13, 2015.  The article talks about how after co-owners Joseph Lacob and Peter Guber bought the Warriors, they “…decided to rejuvenate the program and relaunch it in 2013.”  They have renovated Basketball Courts around the Bay Area, and focused on the tremendous needs that our ‘underserved communities’ continue to experience.  The article notes how Nicole Curran, chair of the Warriors Community Foundation and fiancé of Lacob experienced the sad challenges facing our kids as she managed the “Hoops for Kids” event for the Oakland Youth Development Center; and the heartbreaking decisions many youth and family members of our community must make every day.

I would like to take this opportunity to introduce one additional, potential long term benefit that the inclusion of my proposed High School Career Classroom within the Warriors Arena can provide for our Bay Area community; that is, to develop educational and career development opportunities for our youth-at-risk who are making their way through the Juvenile Justice System.  In addition to teaching in our SFUSD high schools, I have also been teaching at Woodside Learning Center - the San Francisco Unified School District high school program located inside Juvenile Hall for the past 10 years, including the 9 week Summer School session.

I want to invite the Warriors organization and their Community Foundation department to visit Juvenile Hall during this year’s high school summer program, and ask if the Warriors staff can make a brief 30 minute presentation to the 4 Classes that are held for the boys and girls who would appreciate learning directly from the Warrior organization about future jobs and career possibilities that will exist at the Warrior’s Arena and Event Center.  A visit from the Warriors can offer inspiring incentives and learning opportunities and knowledge that can assist them in developing their focus in order to commit to their high school degree programs; as well as demonstrate from experience the wide variety of studies and pathways available and necessary to pursue in college in order to successfully work within any professional sports organization.

The Woodside Learning Center has a small Gymnasium that the Warriors and SFUSD could also utilize for developing educational and career development programs in partnership with the Warriors Community Foundation - as well as at the Log Cabin Ranch county school facility in La Honda.  This country setting facility also has a small, separate Gymnasium building a short walk away from the main Education Center that could serve as a potential Basketball skills and education training facility.  With cooperation from the Warriors and our San Francisco’s public and private sector leaders, a truly model, practical and far-reaching Education & Career Development Pathway could be created.

Log Cabin Ranch has been struggling for many years to maximize the numerous potential possibilities at this location in Nature.  Two years ago when I taught at Log Cabin for the Summer School session, we were visited by several people including SFUSD Board of Education Commissioner Sandra Fewer - who told me the Warriors had just met with SF School officials the day before - a member of Mayor Lee’s staff, and a SF Juvenile Probation Commissioner.  They, like many others before and after their visit, have been contemplating and researching ideas and ways to transform this outdoor educational setting into a productive and effective Program for a long time.

Briefly, and in summary, I am asking the Office of Community Investment and Infrastructure to consider the potential long-term social, economic growth and community benefits possible that can evolve and expand into future businesses and social health and well-being for our underserved communities through visionary creation of a Partnership between the Golden State Warriors Community Foundation, our San Francisco government agencies, the San Francisco Chamber of Commerce and other business leaders and our SFUSD and County Schools – including Woodside Learning Center located inside our Juvenile Justice Center/Youth Guidance Center, and Log Cabin Ranch.

Once again, I wish the Golden State Warriors and the entire San Francisco Community all the best in successfully building this Warriors Arena & Event Center in Mission Bay. 

I look forward to hearing from you at your earliest convenience and working with the Warriors and the City and County of San Francisco in the most beneficial capacity possible.

I am respectfully requesting that the Commission on Community Investment and Infrastructure consider this proposed Warriors Multi-Purpose Facility as an opportunity to invest in our entire City and County of San Francisco Community now - and into the future for generations to come. 

I am asking that the OCII work together with all other San Francisco public service and Government agencies and officials, the Golden State Warriors and local private sector business and non-profit organizations and leaders in order to initiate and establish a “Public-Private Non-Profit Foundation” specifically dedicated to raise funds to support the successful design, construction, implementation and long-term operations of a professional sports, business and educational public-private partnership that has ‘never been done before’.  That is to say, to create and build a Model Warriors Arena High School Classroom will be well worth the investment necessary to provide interdependent and mutually beneficial, Year-Round education and jobs/career development Programs strategically located inside this visionary, state-of-the-art Warriors Arena and Event Center.  This facility can inspire and attract a wide variety of newly evolving businesses through cooperative sports and education ventures and events within the Warrior’s Arena and Site location in Mission Bay.

Please review my enclosed letter I presented to the SF Planning Commission on 12/18/14 and others I’ve shared with you, the OEWD and other SF Agencies.  The letter I gave to the Mission Bay CAC on 9/17/14 outlines some of the local, national and international goals, objectives and benefits - including how the evolution of an Arena Classroom can serve as a magnet to attract and meet schools from other districts, colleges and universities, teachers, business and government leaders in order to mutually share, learn and connect with our Community, all year-round.  At the same time, San Francisco can enhance and expand our capacity to creatively assist in developing new business opportunities and healthy cultural Sister-City relationships through creation of cross-cultural sports and education, jobs, and career development and business exchange programs from around the state, country and throughout the Americas.  Some of these updates can be reviewed on my Website: RoundTheDiamond.com.

Please review the long-time proposal materials and communications I’ve provided to you and all San Francisco public officials and agencies over the past 5 years, requesting that the Golden State Warriors and City and County of San Francisco leaders collaborate in partnership to include the construction of my Arena High School-College Career Pathway & Field Study Classroom© proposal as a model facility inside the Warrior Arena and Event Center and Mixed-Use Development project in San Francisco’s Mission Bay neighborhood.

I am writing to ask that you consider the long-term comprehensive benefits that a model education and career development Classroom integrated within the original design and construction of this proposed Warriors professional Basketball Arena and Event Center can have for all our students, schools, families and non-profit organizations - all Year-Round; as well as for the future health and well-being of all our diverse and cross-cultural socio-economic communities and business sectors.  I trust the implementation of this Classroom can provide wide-spread, comprehensive incentives and numerous positive influences, opportunities and benefits for San Francisco, Oakland and our entire Bay Area Community - all Year-Round.

I’ve also shared with you in the past the idea and possibility that this Warriors Arena offers the potential opportunity to create entertaining, inspiring and educational career guidance and development programs through the construction of a Roof-Top Astronomy Education & Observatory Deck© within this new Mission Bay site.  If the Arena roof-top deck location is not feasible, maybe the Warriors along with local business leaders and officials could consider a more effective and productive location for an Astronomy program on a roof-top of an office building or other location within the Warriors Mission Bay site.

As you move forward in this early phase of your discussions and consider different ideas and concepts, I respectfully ask the Warriors and all city and business leaders consider the potential positive benefits that may be available and worthy of your efforts to consider.  For example, as I’ve stated in my earlier proposal updates there could be local, state, national and international, Cross-Cultural Sports & Education Exchange Programs© developed utilizing this Warriors Arena Classroom as a model - and magnet - facility.  If the comprehensive socio-economic, education, jobs and business growth possible through creation of a sports, education and business exchange program associated with this Arena were studied and explored, I believe this could provide numerous valuable, comprehensive and long range benefits utilized through the successful inclusion and evolution of this model Classroom within the new Warriors Arena.

I want to take this opportunity to thank the Golden State Warriors, the Planning Commission and all the San Francisco public-service government Agencies and officials working in effective collaboration on this effort to build a state-of-the-art, visionary and model San Francisco Home for the Warriors Arena and Event Center in Mission Bay.

The decisions are now being made regarding this entire new Mission Bay Site, as well as the interior design of the Golden State Warriors Event Center and Mixed-Use Development in Mission Bay.  This is the best time for the Warriors and City officials to hear any ideas and support for how this Classroom can be used in numerous inspiring ways capable of offering year-round incentives through innovative and effective Programs benefiting all our students, High Schools, Colleges and Community as a whole; as well as assisting in the creation of new jobs and careers, and inspiring new business opportunities.  Also, this Arena Classroom can serve as a Model for how professional sports institutions and their facilities themselves can be inherently utilized as an 'Educational Methodology' through practical, real-world knowledge, education, experience and development of career skills for students, young adults and local communities and organizations. 

These practical education and professional career training programs can also be offered to our local Non-Profit Youth Organizations, including the use of this Classroom on weekends, during summer school and summer vacation.  This Classroom facility can be utilized before, during and after the over 200 events, 40+ Warrior Basketball games, and numerous college and high school basketball games and a variety of other sports and entertainment tournaments - all providing Year-Round learning and teaching opportunities.

San Francisco High School Teachers, Athletic Directors, Principals, Families, San Francisco Unified School District Officials, Government & Public-Private Sector Agencies, Non-Profit Foundations and Community Leaders;

Please review my enclosed SF-Warriors Arena Classroom proposal update; this is a brief summary and description of the several major components of my long-time sports, education and career development proposals that I wrote and developed based on my Master’s Thesis in 1985, and submitted to the San Francisco Giant's owner Bob Lurie, Mayor Dianne Feinstein and SF Board of Supervisors at that time.  I have shared the continued research and evolution of my proposal with numerous San Francisco city officials and private sector leaders including the SF Chamber of Commerce, Port Commission and Port of SF and staff, SF Mayors and Supervisors - and many other local, state and national leaders and officials since 1985. 

The letter below summarizes my proposal and interrelated components that have evolved and developed over time, and what I have for the past 5 years submitted to the Golden State Warriors and San Francisco city public and private sector officials.  I am respectfully requesting that the Warriors integrate within the original design and construction of their proposed Arena & Multi-Purpose Pavilion, an Arena High School & College Career Pathway & Field Study Classroom© in collaboration with San Francisco public and private sector agencies, officials, the Mission Bay neighborhood and citizens and community leaders throughout San Francisco.  I believe this new SF-Warriors Arena is capable of providing our entire San Francisco-Oakland Bay Area Community with an opportunity to initiate the creation of a model, state-of-the-art Arena Classroom worthy of local, state, national and international respect and emulation - for generations to come.

I am asking San Francisco public and private school teachers, principals, administrators, families, non-profit youth and community leaders and educators, private sector leaders, Organizations and Foundations take the time necessary to contemplate - and imagine - the tremendous long-term value and opportunities available through the integration of this Arena Classroom proposal; as well as the potential far-reaching socio-economic programs and possibilities that inclusion of the additional cross-cultural education and innovative, real-world career development components I am proposing, can provide for San Francisco - and beyond.

Also, please feel free to answer the call from our City and County of San Francisco officials and the Golden State Warriors NBA Team’s Organization and leadership, who are asking for input from San Francisco citizens, communities and public and private sector businesses and leaders to share your own ideas and suggestions.  This Warriors Arena offers San Francisco an opportunity to develop Year-Round access and programs that can assist in the creation of a truly model, first-of-its-kind strategically located interior Warriors Arena Career Classroom capable of integrating numerous interdisciplinary knowledge, practical leadership experiences and life-long benefits for the future of all our students, youth, families, businesses and entire San Francisco Community.

Dear Mission Bay CAC Members,

As you and the Mission Bay community begin this new process to study, review, critique, offer and receive suggestions and ideas regarding this initial phase of the ‘Draft Major Phase Site Design and Building Massing’ for the Golden State Warriors Project, I respectfully ask that you and San Francisco citizens, families, public and private sector officials, business leaders and investors consider the wide range of potential socio-economic benefits that can provide neighborhood and city wide innovative opportunities that will affect your immediate Mission Bay neighborhood, as well as our entire San Francisco Bay Area as a whole - far into the future. 

I am writing to ask that before this first major site design phase is complete, please take into consideration the long-term potential positive impacts and socio-economic benefits that several of my proposal ideas can have in relation to this current study of the exterior site design concept for the proposed SF-Warriors Arena & Multi-Purpose Entertainment & Events Pavilion.

I have proposed to the Warriors, San Francisco public officials and the community at-large, to review and consider the inclusion and construction of an Arena Astronomy & Education Roof-Top Observatory Deck© that could be strategically located on the roof-top above the Warriors Event Hall area of the Arena.  This location is where Snohetta’s Craig Dykers suggested in the slide-show presentation of their initial project site design concept at last month’s CAC meeting where the Warriors are considering to include an Arena roof-top deck.  If this location is not deemed possible or practical, maybe it could be built on the roof-top of one of the project’s other buildings; or even another location within the Arena property itself. (Of course, a ‘Roof-Top’ Astronomy Observatory Deck would be a more perfect ‘sky-viewing location’!) 

A few of the main purposes for this Astronomy Observatory would be to provide a unique and valuable Year-Round attraction for many educational, fun and exciting programs; and a magical and beneficial addition for San Francisco citizens, students and the entire Bay Area community for multi-dimensional (as well as ‘real out~of~this~world galactic’ perspectives) education and career guidance; as well as offering a wide variety of dynamic entertainment and events.  (I briefly describe elements of this component in my proposal letter dated February 25, 2013.)

Because this new Mission Bay location offers very different Arena site dimensions with a new building design and height limits than Piers 30-32 offered, I am asking the CAC to take this initial phase as an opportunity to consider as a part of your discussions of the evolving Arena design, footprint and landscape, how this change of location has opened up new possibilities for developing creative and interdependent community programs, businesses and benefits that were not available at the previous location.  On this note, please review my Cross-Cultural Sports & Education Exchange Program© component during this early phase that deals with the new site design, and consider the potential long-term opportunities and benefits that the integration and implementation of this program can provide within the Arena footprint – or built near-by. 

Also, one of the purposes for the initiation and creation of Sister-City relationships as it relates to how this Warriors project can provide positive and mutually respectful and beneficial cross-cultural bridges for everyone involved, is the inclusion of career and business development projects in collaboration with this San Francisco Warriors Arena Pavilion project.  I believe this Warriors SF Arena project is a unique, and magnificent opportunity to initiate innovative and inspiring public/private partnerships and programs capable of enhancing and expanding creative and cooperative growth for the benefit of San Francisco, Oakland, and the entire Bay Area.

One of the goals of my original primary proposal component, is the integration and construction of an Arena High School-College Career Pathway & Field Study Classroom© within professional sports Arenas, Ballparks, Stadiums and Facilities.  This Arena Classroom can serve all our communities, including through building positive and mutually respectful cross-cultural bridges for the benefit of everyone involved as an effective, real-world educational methodology capable of integrating a wide variety of career and business development projects within and around this SF-Warriors Arena Pavilion project; as well as throughout San Francisco’s diverse cross-cultural communities and neighborhoods.  

In this regard, one of the main objectives for this cross-cultural exchange program component is to include the successful implementation and establishment of innovative and visionary Sister-City Relationships across the country, and throughout the Americas.  On this note, if the Warriors and San Francisco leaders and officials support the inclusion of an Arena Career Classroom, this facility can provide the capacity to invite visiting school leaders, students and teachers, as well as business and government officials and leaders to meet and exchange knowledge and constructive friendships and business contacts with our students, teachers, and local public-private sector officials at this SF-Warriors Arena Classroom.  This Arena Classroom can bring together the exchange of positive ideas, education and career development programs that can provide practical, real-world experiences being shared and taken back to the visitor’s cities and their schools, students, educators, businesses, government and community leaders. 

In addition - if feasible and economically beneficial - I am asking that the Warriors and San Francisco leaders and investors consider building a Cross-Cultural Visitors Center & Housing Facility© within the Warriors new Mission Bay location as an integral element in order to assist in the leadership of creating and developing model sports and education exchange programs for the benefit of our San Francisco education and business institutions, as well as visiting officials and schools from cities and states across our nation - and throughout the Americas.  (Or, if not possible within the Warriors arena site, hopefully a cooperative venture can be created to construct this type of Sports & Education Exchange Program & Visitors Facility© near-by.)

In regards to my proposal, I’ve mentioned most of these component ideas and further details several times at public hearings and in my writings and proposal update letters; including the fact that the City and County of San Francisco has already developed numerous Sister-City Relationships around the world.  However, we have yet to create these beneficial cross-cultural partnerships with any country throughout the Americas - which I believe San Francisco will eventually initiate for the obvious inherent beneficial opportunities that come from establishing cooperative social, economic, education and business global partnerships for all concerned.

These two following announcements are on the ‘Office of the Mayor’ website in the ‘News Release’ section: “Mayor Lee Launches LatinSF Initiative; San Francisco Expands International Efforts to Create Greater Economic Ties with New Initiative to Strengthen Relationship between Latin America & United States; First Partnership Started with Mexico - Posted Date: 9/9/2014”, and; Mayor Lee Launches LatinSF Initiative: Mayor Edwin M. Lee officially launched the LatinSF economic development initiative at Silicon Valley Day in Mexico City as part of his official trade mission to Latin America. Modeled after the groundbreaking China-San Francisco economic development initiative ChinaSF, LatinSF is a new economic development initiative to promote business and trade between San Francisco and Latin America. Posted Date: 9/9/2014.

Also in the San Francisco Chronicle there is a headline article written by Carla Marinucci about the visit with Governor Jerry Brown in Sacramento by Mexican President Enrique Pena Nieto, where she writes: “The two leaders…also pledged cooperation on educational programs, including an unprecedented exchange that would bring 100,000 Mexican students to study at California universities.”; Marinucci also writes, “Mexico’s consul general in San Francisco, Andres Roemer, said he has invited Mayor Ed Lee for a stay at his home in Mexico City starting Sept 8…We want to become friends and strengthen this relationship”, Roemer said.   

I believe this SF-Warriors Arena Project is a unique and magnificent opportunity to initiate innovative public-private partnerships and programs capable of enhancing and expanding positive and creative growth for all of San Francisco, Oakland and the entire Bay Area’s wonderfully diverse, cross-cultural communities. 

Once again, I am requesting that the Warriors - in collaboration with numerous San Francisco investors, public agencies, our local colleges, universities and institutions, public and private high schools including San Francisco Unified School District officials and educators - consider the unlimited interdependent, socio-economic and job creation opportunities and benefits available through implementation of these proposals as model programs integrated into the design and construction of this Warriors-San Francisco professional Multi-Purpose Arena & Pavilion. 

At the same time, I trust that the creation of this new Warriors Arena & Facility with the inclusion of this comprehensive model Classroom, will serve as a national model capable of developing innovative and influential educational methodologies for our San Francisco Bay Area, and throughout the country.  In offering this blueprint for other cities and professional sports teams and industries in order to build successful future public-private partnerships and collaborations, I trust the Warriors and San Francisco will keep in mind the important and responsible leadership roles that our sports teams, political and corporate leaders and officials - and many others - play in building positive and rewarding social and city environments for the health and well-being of all members of our Community today… and future generations to come.

I trust the Warriors and San Francisco public and private sector leaders will work together and utilize the innate positive qualities and strengths of our Nation’s professional sports Institutions, and the multi-dimensional influence and responsibilities that they hold.  Through innovative and effective education, career guidance and practical real-world job training pathways and leadership skills experience, this cooperative venture can build a San Francisco Warriors Multi-Purpose Arena & Pavilion worthy of the citizens and investors from the entire San Francisco-Oakland Bay Area Community - and far beyond.

Please review my enclosed proposal letters and updates that I’ve submitted to the Golden State Warriors and numerous San Francisco and State agencies, requesting the Warriors to include within the original design and construction of their proposed Multi-Purpose facility a High School-College Career Pathway & Field Study Classroom for the long-term, comprehensive benefits of our students and youth, local and state educational institutions and non-profit community organizations; and at the same time enhancing and expanding a wide range of private sector business opportunities, visiting field-study schools, educators, public officials and tourists.

The communications I am sharing with you today are a few of the many updates that outline some of the ideas and long-term components that my sports facility Classroom proposals include that I have shared with the Warriors and all the involved San Francisco public officials over the past 5 years.  I submitted my original proposal to Mr. Bob Lurie, owner of the San Francisco Giants in 1985, and shared my work with San Francisco public officials at that time, including Mayor Diane Feinstein and the Board of Supervisors.  My proposal is based on my 1985 master’s degree thesis that I completed in June of 1985 at the California Institute of Integral Studies, a graduate school located here in San Francisco.  I have continued evolving my original proposal through long-time study, research and development, and have shared a number of similar proposals with San Francisco public and private sector officials ever since.

I wish you all the best in your responsibilities, and welcome your support of my effort to assist and facilitate the inclusion of my proposal as a far-sighted, comprehensive and model education and career development classroom worthy of national and international respect and emulation for the benefit of all our San Francisco Bay Area students and youth; as well as our diverse, cross-cultural families and communities for generations t o come.

Please review my enclosed SF-Warriors High School-College Career Pathway & Field Study Classroom© proposal update, followed by a letter of support written by Mr. Jeff Larson, a long time teacher at Balboa High School and IT Pathways Coordinator with the SFUSD.  I have worked as a substitute teacher with numerous high schools and teachers throughout the SFUSD, including Juvenile Hall for the past 13 years.  Balboa and Woodside Learning Center (the SFUSD high school program located inside Juvenile Hall) where I also teach summer school, are my primary San Francisco high schools where I teach.  In addition to teaching high school, I also write and develop education and career development programs and teach through my Round The Diamond Consulting and Education practice for over 25 years.

 

Mr. Larson shares his professional experience and knowledge of the comprehensive needs and requirements to provide essential and meaningful education, career development programs and real-world experience for our students, youth and young adults.  Jeff's also writes about his personal perspectives on why he supports the inclusion of my request that the Golden State Warriors work in collaboration with all our San Francisco public service officials and agencies, and the entire San Francisco Community, in order to implement my model High School-College Career Pathway & Field Study Classroom© within the proposed San Francisco-Warriors Multi-Purpose Pavilion and Arena.

Dear San Francisco Teachers, Administrators, Government and Public Service Officials, Private Sector and Business Leaders, Non-Profit Foundations, Families and San Francisco Bay Area Citizens;

The two Links below are where you can view the recent presentations given by the Warriors at San Francisco Public Hearings showing the revised San Francisco Multi-Purpose Pavilion and Arena design.  Follow the Links to the Port Commission (11-12-13) and the Planning Commission (11-14-13) meetings, to see the 20 minute Arena design presentations that are followed by Public Comment, where a small number of concerned citizens spoke in support and opposition regarding the proposed San Francisco-Warriors Piers 30-32 Arena.

I spoke and shared my long time request that the Warriors and San Francisco public and private sector officials collaborate and include inside this Multi-Purpose facility, a High School-College Career Pathway Classroom capable of providing powerfully influential incentives and inspiration with views of the Basketball Court and Events that will take place at center court.  This Arena Classroom can provide practical, real-world education and career development training programs for the benefit of all our San Francisco and Bay Area students, youth and young adults - for generations to come.

You can share your own thoughts and comments with the Warriors organization and San Francisco public officials, on how you believe our schools and classroom teachers - as well as non-profit youth and community organizations - can initiate educational career programs in order to create a Model Pavilion and Arena facility, including a Career Pathway and Field Study Classroom worthy of National and International respect and emulation.

This model Arena Classroom can at the same time, initiate an inherently effective education and career development methodology capable of initiating Cross-Cultural Sports & Education Exchange Programs through collaborative partnerships with visiting schools, educators, business and government leaders, conventions and tourists from around the country - and internationally. This unique opportunity to create positive international relationships, will assist in enhancing and expanding current and newly evolving cooperative business opportunities, and public-private sector partnerships.

I am asking the Warriors and San Francisco public service officials and leaders, as well as San Francisco Bay Area citizens, to support my Warriors Arena Classroom that requires - and deserves - to be built in a strategic interior location capable of providing dynamic and interactive education and career development programs.  This interior location and perspective from the Classroom will offer essential views of the Ball Court where Basketball and other sports - as well as over 150 additional Cultural, Entertainment and Concert Events will take place all year-round.

Greetings Mr. Welts,

I am writing to you as a long time educator in the San Francisco Unified School District, who has a commitment to supporting and encouraging the expansion and development of highly effective Career Technical Education programs in our school system.

For a number of years I have been hearing about the development and planning of the Warriors Pavilion on the waterfront, as well as efforts to develop and include within the facility an educational center/classroom/multipurpose space.

Overall, I think the development of this project is a great step forward for the city as being a world-class destination, capable of hosting great sporting and entertainment events. I believe with the inclusion of the classroom/community/multipurpose space, the city of San Francisco and the Warriors have the opportunity to help pioneer dynamic and innovative educational practices as well.

I know the inclusion of such a space would be a great asset to schools and districts around the Bay Area. Especially of interest to my self and many others would be to see the space used and piloted in conjunction with local schools and programs to introduce large numbers of students to the wide variety of professional career opportunities in and around the sports industry. These could include management, legal, medical, events, promotions, media, and facilities among many. Other individuals have articulated how the space could be used for cross-cultural educational exchanges and opportunities as well.

As a staff member of the district’s Career Technical Education department, I would love to see the development of a pilot academy at one or more high schools that gives aspiring athletes and students the chance to combine their love of athletics with an introduction to the business of sports. The placement of a classroom/community space within the facility, along with the establishment of supporting partnerships and advisory boards with businesses and leaders in the sports industry, like those we are seeing grow and develop in several of our other industry sectors, like tech and bio-medical, would set a great precedent in providing a dynamic opportunity for a large number of young students in the city to work and learn alongside of professional athletes and management. I believe that such a program has the opportunity to make a tremendous impact on the lives and and communities of many of the young people in San Francisco, providing them the encouragement and increased incentive to be engaged and responsible for their education. I have discussed the idea with the Principal of Balboa, and he and others at the school are very interested in the prospects of being able to develop a working partnership.

Additionally, the Warriors facility and the classroom could be utilized in connection to many other ongoing educational programs in the district, including with teachers and students in the Arts, Media, and Entertainment academies, the Hospitality, Tourism, and Recreation academies, and the Engineering and Design Information academies. The planning and development of such partnering, programs, and curriculum, could even begin now, with the help of the right people, and lay the foundation of the educational opportunities that would be available with the unveiling and opening of the pavilion.

As the project and proposal for the development of the Warrior’s Pavilion moves forward I would encourage you and others to keep this vision in mind, and alive. I know that it will be a few years before the completion of this project, but by highlighting to the city, some of the additional opportunities and possibilities that may come with such an institution, others may be persuaded to support the long term vision and process.

Please review my enclosed, updated proposal material that I have recently submitted to the Golden State Warriors, the San Francisco Port Commission and Port of SF, Mayor Ed Lee, the SF Board of Supervisors and other City and County of San Francisco and State of California agencies and officials involved in the public-private partnership effort to build a Warriors, Multi-Purpose Events & Basketball Arena located on Port of San Francisco property at Piers 30-32.


I am providing you with several relevant educational and cross-cultural articles, letters and information, including communications from Village elders from the Hopi Nation/reservation that they shared with me in 1992 supporting my original sports facilities classroom proposal 20 years ago to initiate an education and career development component within the San Francisco Giants proposed downtown Ballpark.  I am also sharing with you a copy of a recent ‘Mayan Festival’ souvenir magazine from a Cultural Event that took place in November, 2012 in San Francisco that I was associated with.  Both of these are examples of practical economic benefits that can be developed through the creation of and Arena Classroom capable of attracting mutually positive and constructive business relationships, and Cross-Cultural Education & Sports Exchange Programs© with visiting communities and countries.

 

I trust that the integration and implementation of this Career Pathway Classroom within the Warrior’s Arena will successfully create for the benefit of all partners involved with this Project - including the Warriors, the city and County for San Francisco and our entire diverse, cross-cultural community – a Model, Professional Sports facility that can provide innovative, comprehensive education and career development programs inherently available within a wide variety of sports venues around the country, and internationally throughout the Americas.

 

I also respectfully ask that this Piers 30-32 CAC review the previous proposal information I provided to you at your initial meeting requesting that the Warriors include within the original design and construction of their proposed Multi-Purpose Arena, a High School Career Pathway Classroom© as an integral, model education and career development Classroom for the long-term benefit of our entire San Francisco Bay Area community, high school and college age students and schools.

 

This model classroom component will provide the capacity to enhance and expand our public and private sector’s ability to create new businesses and develop cross-cultural exchange programs, while at the same time initiating positive and mutually beneficial international communications, relationships and innovative business opportunities for the “highest and best use” of the Port of San Francisco, City and County for San Francisco waterfront property and our entire Bay Area Community.  This model educational component will attract tourists and visiting schools, students, business and government leaders and officials from neighboring countries and around the World; while at the same time, initiating visionary programs and perspectives capable of creating model public-private partnerships worthy of national and international respect and emulation – simultaneously inspiring creation of mutually respectful and productive economic Sister-City Relationships throughout the Americas.

 

The inclusion of this socially relevant and influential Arena and Classroom will be capable of introducing and inspiring numerous public and private sector careers, professions and future professional leaders to our San Francisco Bay Area students and youth within this professional Multi-Purpose Events and Basketball Arena facility; and inherently offer a unique opportunity to provide instruction, guidance and knowledge of the many skills, educational requirements and experience necessary to be trained and prepared for leadership positions in numerous interrelated and interdisciplinary, practical, real-world professions.

 

I would also like to take this opportunity to introduce one additional and potentially unique exterior Arena ‘career development’ incentive program component inherently available to serve as a far-sighted asset if integrated within the original architectural design and construction of this proposed SF-Warriors Multi-Purpose facility that may be worthy to include through everyone’s insightful consideration; and that is, the inclusion of a Year-Round accessible ‘highest and best use’ of this state-of-the-art Model Facility for the multi-dimensional long-range benefits of all Arena visiting students, youth, neighbors citizens and tourists alike – an “Arena Roof-Top Astronomy Observatory”© - capable of offering an inspirational location for teaching and understanding basic Marine-Star Navigation systems; as well as studying the ever increasing knowledge that has proven to be essential and valid astronomical sciences for thousands of years.

 

Astronomy has of course pre-dated ‘modern compass-technology’ by centuries, and has been utilized as an invaluable ancient methodology for global travel known and respected around the World; as well as being considered a highly evolved and effective science from interdisciplinary knowledge and a deep degree of understanding based on dynamics of the movement of Earth, our Solar System, Planets Stars and the Milky Way Galaxy.

 

I wish the best to everyone involved in the challenging and rewarding responsibility for the creation of a truly far-sighted, innovative and visionary San Francisco Warriors Multi-Purpose Pavilion & Basketball Arena for the mutual benefit of all the people and communities of the greater San Francisco Bay Area Community – and beyond.

Proposed Amendments - AB 1273 Correspondence The Commission will hold a public hearing and may vote to take a position on Assembly Bill 1273 (Ting) that would, among other things, authorize the Port of San Francisco to approve a multipurpose venue for a basketball arena and other uses on Piers 30-32 along the San Francisco waterfront. Dear Commissioners and Staff,

In relation to this Proposed Legislation AB 1273, I am respectfully asking that as part of the responsibilities of the BCDC as guardians of San Francisco’s Piers 30-32 waterfront property, that you include within your assessment of this issue the consideration and support for the comprehensive, and real world benefits potentially available through the integration and implementation of my proposed High School Career Pathway & Field Study Classroom© as an integral component within the Warriors Multi-Purpose Cultural Events & Basketball Arena.

There are numerous Sections (see below for several examples) contained within this AB 1273 Revitalization Act that relate to the purpose of my request for the Warriors, San Francisco public officials and agencies and the San Francisco Unified School District to work in collaboration with me in order to include a High School Career Pathway Classroom© as an innovative, model education and career development component within the proposed Warriors Arena.  As I am not certain if, or when I will have another opportunity to share my input with the BCDC in relation to the Warriors Arena proposal if this new legislation is authorized, I am providing you with this written public comment regarding AB 1273.  Also, please review the Warriors Arena Classroom proposal material that I submitted to you during public comment at the May 16, 2013 BCDC public hearing.

In response to the AB 1273 legislation dealing with public access and views, I am asking that the BCDC consider and support the real-world, practical use and potential of an Arena Classroom to serve as a substantive, year-round accessible educational resource capable of providing expansive views from inside the Arena; as well as attracting wide-spread national and international public and professional interest in visiting this Model Facility - drawing educators, students, school and government officials and business leaders to San Francisco and the Warriors Arena – including establishing cross-cultural sports and education exchange programs.

In addition to the Arena Classroom, I’ve shared with the Warriors (if it’s feasible?) the idea to consider the possibility creating an education and career development program through construction of an Astronomy Observatory Roof-Top Deck component as well.  Also – the realistic idea that there can be numerous social and economic benefits through the inclusion of constructing a “Visitors Housing” facility incorporated into the SWL 330 project capable of accommodating these same visiting educators, students, public officials and business leaders traveling to San Francisco to experience and learn from the model programs and design of the Warriors Arena and the Arena Classroom; as well as the cooperative public-private partnership and dynamics necessary to build this Arena on the San Francisco Waterfront.

I realize the potential challenges and impacts that the passing of this Assembly Bill 1273 may have on future waterfront developments throughout the State of California.  With this thought in mind, I trust that the BCDC will maintain the essential aspects of its “Public Trust” responsibilities somewhere throughout the ‘entitlement process’ in assessing waterfront developments - including this San Francisco/Warriors Arena project - at which point I would support the passing of this Legislation.  [As an example of the idea and critical role that trust (or ‘public trust’) plays in general, and throughout our social institutions and structures, you’re welcome to review the enclosed educational article that I share with high school students entitled: “Trust”, Adapted from the Writings and Works of Jack Gibb; by David Armistead.  Even though this article may be viewed by some as ‘idealistic’ or altruistic, it also offers valuable perspectives and insights worthy of contemplation.]

I am also enclosing a copy of the June 9, 2013 Arena Classroom proposal letter I submitted to the Piers 30-32 CAC which briefly summarizes the recent update I’ve provided to San Francisco officials and the Warriors.  This letter in includes the recent idea shared by the Warriors a month ago, stating that they are exploring alternative interior locations for their previously proposed separate, exterior building to house a Community Room to provide a community benefit space for local meetings and events.  I trust this Community Room can be designed to create a collaborative venture with the High School Classroom proposal I have been promoting for numerous years, and capable of offering additional and enhanced space for the visiting schools, students and officials to meet and develop far-reaching relationships and partnerships with our San Francisco Bay Area students, schools and officials; including the initiation of ‘Sister-City Relationships’ and Cross-Cultural Sports & Education Exchange Programs© capable of creating and building business and social exchange programs for the benefit of everyone involved.

Once again, thank you very much for your time and consideration of this Warriors Arena Project in relation to BCDC’s responsibilities - as well as your consideration and support for my Warriors Arena-Career Pathway Classroom proposal© that can provide long-term, visionary Programs and economic benefits for all parties concerned for generations to come.

NOTE - Listed below are relevant AB-1273 issues dealing with my Warriors Arena – High School Career Pathway Classroom Proposal:

AB-1273 Tidelands and submerged lands: City and County of San Francisco: Pier 30-32: multipurpose venue. (2013-2014)

Sec.4. (e) The Waterfront Land Use Plan and the Special Area Plan recognize that the development of Pier 30-32 and the surrounding area within the South Beach/China Basin subarea identified in the Waterfront Land Use Plan would further the public trust purposes of increasing maritime activities and expanding public use and enjoyment of the waterfront on trust lands at this location.

Sec.4. (j) There are presently few visitor-serving amenities in the vicinity of Pier 30-32. The Port’s efforts to develop its property for hotel use have been unsuccessful. The development of the multipurpose venue at Pier 30-32 and the termination of the trust use restrictions at Seawall Lot 330 would create substantial new demand for visitor-serving uses at that location and would make those uses financially feasible as part of an overall residential and mixed-use development at Seawall Lot 330. Also, Seawall Lot 330 presents an opportunity to enhance the trust value of the project on Pier 30-32 by attracting more people to the waterfront and providing accommodations to people from both the San Francisco region and other areas of the state through visitor-serving uses, which may include visitor-serving retail, restaurants or hotel use, or any combination of these.

Sec. 2.

The Legislature finds and declares all of the following:

(7) The preservation and improvement of existing views and creation of new views of the bay from the shoreline.

Sec. 5. (1) The mixed-use development is designed to attract people to the waterfront, increase public enjoyment of the San Francisco Bay, encourage public trust activities, and enhance public use of trust assets and resources on the waterfront.

Sec. 5.2 (B) The multipurpose venue facility is located to minimize interference with public views of San Francisco Bay to the extent feasible.
